Petition calls for a public enquiry into the Social Services Agency


Nearly 40 persons had signed a petition sponsored by the Gibraltar Local Disability Movement calling for a public enquiry into the Social services Agency. The petition is on the internet, and attracting interest from many parts of the world.

The petition calls on the Governor Sir Robert Fulton to set up a full enquiry.

It reads as follows: "We the undersigned are seriously concerned about recently published allegations relating to the events at the Dr Giraldi Home and to other claims of abuses and mismanagement within the Social Services Agency between 2000 and 2005. We are particularly disturbed by the fact that despite calls for an independent investigation of these allegations from a number of different sources the Government has so far refused to investigate them, creating the perception of appearing determined to cover up the allegations.

"Accordingly, we respectfully request Your Excellency the Governor to order the setting up of a full public inquiry into the chain of allegations and the circumstances surrounding them; and, should this be beyond your remit, to urge the Government, using the full authority of your office, to set up such an inquiry. In addition we call on Your Excellency to draw to the attention of the Foreign & Commonwealth Office the serious allegations that have been made, their possible implications for the proper care and protection of vulnerable citizens and the potential risk of failure to comply with relevant International Human Rights requirements."

Kathryn Day from Gibraltar says with her vote:

I support this request for a full public enquiry, as it is my personal belief (backed by experience as a volunteer with disabled groups in Sydney, Australia, and my ongoing involvement in working with children in Gibraltar) that any body or organisation catering or caring for our most vulnerable citizens - whether they are children, the elderly or people living with disabilities - must always be open to public scrutiny in every area of their activities. It is never sufficient to appear to be doing a good job, this must be able to be backed by independent assessment. And, should there ever arise any suggestion or claim of insufficient or improper practices, these must be fully explored by appropriate, independent authorities and the process managed in such as way as to both protect and provide justice for any who suffer at the hands of their carers, and also allow the public to have full faith that everything has been done to ensure best practice and where this has not been the case, the pursuit of justice and restitution from any person or persons found guilty of ignoring or breaching their proper responsibilities.

Pauline Ainsley from Florida adds:

I have seen and experienced how fraud and mismanagement of funds and also abuse and discrimination against females on staff and against minorities can ruin lives.These agencies advertise that they "want to help" when really it is ALWAYS ABOUT THE MONEY.They tout that they can change lives and improve them-when in actuality they demolish claimants' self esteem and leave them further down on the "heap" than they were before they actually built up the courage to ASK FOR HELP .The agency then just decides to MOVE OUT OF STATE-leaving it's mess behind....Investigate these agencies before it happens to someone in your family!

Rebecca Hazel from Georgia make the following comment:

We need to have the corruptions exposed. With the possibility that more and more seniors may have to avail themselves to homes or assisted living of some kind in the future we need to have our minds and soul put at ease. We need to know that our loved ones will be cared for and that any neglect will be exposed and punished. With the number of elderly growing substantially, we need to know that the proper care and services are available and that the facilities are not just accepting the patient for the money that they can get.

Says Suzanna Van der Voort from The Netherlands:

Please do your job: investigate all allegations and the circumstances surrounding them. Find the truth and help people against any kind of abuse and lies.

Jossie Ross from Canada:
